Senators Madison and Adcock tried again today to have SB 777 passed in the House Agriculture Committee. Again it was killed.

House Bill 2788, a creation of those who opposed SB777, is a bad bill, a toothless second-offense felony bill that would make it harder to prosecute pursue abusers. Having it as law would make it much harder to bring Arkansas a good bill. Today, it was almost brought to a committee vote; it may well have passed (the motion was not seconded).

Here is what you can do:

Write to the people at the bottom of this page and ask them to please attend their committee meeting on Friday and to please vote NO on HB2788.

Farm Bureau Update for today is below. They will bring HB 2788 back on Friday, so please continue
your efforts to oppose this bill. We just need to make sure our "no" votes are in Senate Judiciary on Friday. Senator Robert Thompson made the "do pass" motion today, there was no second on the motion, but only 2 or 3 Senators were in the room. If we do not have at least one of our "no" votes in the room on Friday, it could possibly pass on a voice vote. Please help me stay on top of this.

SB 777 (Madison/Adcock) creates a felony offense for aggravated cruelty to dogs, cats and horses. Failed again in the House Ag committee.

HB 2788 (Saunders) creates offense of aggravated cruelty to a dog, cat, or horse as a Class A misdemeanor on the first offense and a Class D felony on subsequent offenses. This bill was heard in committee today. It failed to get a second on a Do pass motion. If the committee meets again, this bill can be brought up for a vote once more. Please contact members of the Senate Judiciary Committee and ask them to vote yes on HB 2788.
